Welcome to The New York Chapter of the Assisted Living Federation of America. NY ALFA represents professionally managed assisted living residences. The Association continually raises the bar for operational excellence and serves as the voice for assisted living providers in New York State. NY ALFA advocates for legislative and public policy initiatives that support quality care for New York’s seniors who choose to age in place. NY ALFA is represented and managed by Hodes & Landy, an experienced and well respected government affairs firm located in Albany, NY.

2012's Advocacy Day Will be June 6th

Save the date! NY ALFA’s annual Advocacy Day will be June 6th in Albany. The event will begin with a cocktail reception at Taste on June 5th from 5:00 - 7:00 p.m. On June 6th, participants will meet in the Legislative Office Building at 8:00 a.m. for a briefing by NY ALFA's experienced advocacy staff and a discussion with influential policy makers. This informative and engaging session will be followed by legislative meetings from 10:00 a.m. to 4:00 p.m. Registration will open soon. Come be New York’s voice for assisted living communities!

ASSISTED LIVING IN NEW YORK

Prior to the passage of the Assisted Living Reform Act of 2004, assisted living was neither recognized nor defined in New York State law. Thanks to the leadership and strong advocacy efforts of ALFA, several of its provider members, and consumer groups, the Assisted Living Reform Act was passed in 2004.

New York’s seniors now have the opportunity to age in place with dignity, freedom of choice, and independence. Since the law’s enactment, NY ALFA has worked closely with the Department of Health on its implementation. The Association is represented on the New York State Department of Health Adult Care Facility and Assisted Living Task Force, and has provided input into the development of DOH guidelines for assisted living, draft regulations, and the final assisted living regulations which were adopted on March 26, 2008. NY ALFA will remain actively engaged as the Task Force considers recommendations for regulatory reform and considers approaches to greater affordability in assisted living.

Currently, out of the 275 + assisted living license applications pending before the Department of Health, 25 licenses have been issued. A recently settled lawsuit has cleared the way for the Department to resume issuing licenses after an approximately eighteen month delay.

We will continue to work closely with our members and the Department of Health to facilitate their licensure process.

ADVOCACY



Advocacy is a critical service and function of the NY ALFA Chapter. Over the last several years, assisted living policy in New York State has made significant progress. NY ALFA’s expertise and advocacy has played a major role in these advances.

NY ALFA is managed and represented by Hodes & Landy, located in Albany, NY, an experienced and well respected government affairs firm with a specialty in health, long term care and aging issues.

NY ALFA has been actively involved in every aspect of the development of assisted living policy in New York State. The Association and National ALFA advocated for the first comprehensive assisted living statute in New York State (passed in 2004), assisted in the formulation of the guidances and regulations governing the law, and continues to guide association members through the licensure process. NY ALFA is represented on the Department of Health’s Adult Care Facility and Assisted Living Task Force.

Hodes & Landy advocates on behalf of NY ALFA members in both the legislative and regulatory arenas. The firm updates and consults with members regularly and seeks their involvement and input on critical pieces of legislation and regulatory proposals to formulate our platform and positions.

As increasing numbers of New Yorkers grow live longer and become more frail, assisted living continues to be a strongly preferred option in senior housing and services. NY ALFA’s advocacy goal is to transform New York State’s long term care policy to advance innovative, community-based models that offer seniors what they need and desire: independence, dignity and choice.
